Statements are site specific and include vital information related to billing the location. Minol will establish an appropriate allowance or baseline for utilities for like houses. They will then conduct “mock billing” for three, six or a twelve month periods during which time they will provide residents information regarding their consumption and costs as compared to the allowance or baseline appropriate for their home. These allowances may be established using a Department of Energy (DOE) model or an average model. During the “mock billing” residents will not be responsible for paying any overages nor will they receive payments or rebates (refunds) for savings.
Following the “mock billing” period actual billing will commence. During actual (live) billing residents who conserve at certain levels may have the opportunity to receive a payment or credit; those who do not conserve will be required to pay for their excess consumption. The utilities consumption baseline may be adjusted monthly or yearly and will therefore correct for gaming (or purposeful over use in an attempt to raise the baseline) in a short period of time. Minol believes most Soldiers will see the benefits of the program and do the “right thing” by conserving. Utility usage may also be compared to similar housing off post in surrounding community or by the DOE standards.
